warm it up with a hair dryer, peal it off. wash it then polish the remainder off.

or you could do what i did and pour petrol all over it and leave it to sit for a day:(

Angle grinder... you won't have much fuel tank left and your bike might well catch fire from the sparks, but the tankpad will definitely be gone for good.
