well i'm in so much credit with mine that itll take me all winter to use it up ! yay!!!

Depending on your gas appliances.

You can use more gas in a bad winters month than 3 months of Summer.

So use of gas roller coasters during year. Electric is relatively constant.

Hence price increase always in Winter. Decrease in Spring.

I'd say cheating the customer.
there is no reason for a price hike in the winter and a reduction in the summer.
Afterall, they dont supply any less in the summer than the winter really so it's nothing more than getting the maximium ammount of money out of the customer to line the pockets of the greedy.
