I reckon so - there's disclaimers all over the page, so don't even think they're legal in the US.
If you listen to his commentary, he's used toy helmets and taken all the moulded stuff off and stuck them onto a normal lid so not really sure why they would be illeagal...

Ah yea, I guess so! I do like the cookie monster and Elmo ones! Pretty much all he used was a bathmat and some polystyrene balls and a tinted black visor! I cant see how doing this would effect the quality of the lid! Hmmmm

Depends on the type of glue and the shell of the lid. Bit of a no-no on a polycarbonate one.

Personally I wouldn't do this, inevitably some d*ck will kill themselves because of it and then they'll make it illegal to modify lids and people will be getting fined for putting those "in case of accident do not remove helmet" stickers on and stuff.
