Curvy, idle, stalling, and unhealthy sounding exhaust

I may just be being paranoid, but my 2003 curvy always has to be started with the choke regardless of the weather, and even after the choke is turned off, it still sounds a bit sickly, it ticks over at about 900-1000, is this normal? the exhaust makes a weird pap sound every 4 secondsish.

any help is much appreciated,

idle should be between 1100-1300, turn it up and see how you go, give the chokes a service and balance the carbs
