Throttle stop is normal in addition to FI inlet restrictions. Check for them first.

What year bike do you have? That way we know what to advise, there's a difference between the carbs and FI

Have you tried revving the bike when it is at stand still and in neutral, as well as riding?

yes revs fine in neutral and if u lift back wheel up (unlaidened) revs stait through aswell, but as soon as its in gear with weight on 6500 max?

Take it back again and make them either fix it or give you your money back.Theres no way it should be unable to rev beyond 6500 unless its still restricted or there is something else wrong with it.
