It isn't.

It's about two years, or more, (I forget, and so should you), that it was first unveiled, it was never intended to be a motorcycle as such, but a sort of rolling demo of a new engine, but someone obviously got a bit carried away. Apparently the one bloke at the time, as stated some while ago, who'd actually ridden one, gingerly, around the car park at Chrysler, said it was so unstable that he didn't fancy more than about 30 mph.
