It could be one of a new breed of cameras which identify your number plate and check the time that you have travelled between the two sensors and then photograph you if you have exceeded the speed
Watch out for the postman, the law says that they should notify you as soon as practicable and in any case within 14 days

A21, camera..where? Was it the one by the Tunbridge wells/Southbrough turn off? If so, thats a truv velo and only flashes once as it uses and induction loop buried in the road, like the new breed of Pigeon box camears
