I'm not sure who but I was wondering what it the pipe that goes from the tank to the the bolt that goes through the top yoke (whatever it is called)?

Must be the fuel breather hose? :?

Is it not to maintain equal presure in the fuel tank with the outside.

Yup agreed, I had the exact same conversation with a mate that rides the same bike, only in a first generation Slabside, and blue. His response was "it's the breather hose to balance the tank pressure." It goes up and over to make it hard for the fuel to do the same :)

They do, this PDF is for a K3, I haven't bothered to look into later (FI) models & I'm not that mechanically savvy myself. But take a look at page 3 of that PDF (no, it's not that type of page 3 picture!)

That breather hose is for the PAIR & EVAP system. Most tanks nowerdays dont need it as the breather is built into the fuel cap, thats why sometimes people hear a high pitch tone as the air is equalising.

The only pipe that goes to the top of the SV tank is to drain any excess fuel or water that goes under the fuelcap but not in the tank.
