Another petrol scam?
 

You know how all fuel pumps say "ensure display is zero before delivery"? I've never really looked before but yesterday I noticed that a pump read 4p when I lifted the nozzle out, before I went near the trigger. I thought no more about it. This morning however, at a different garage, the same thing happened. Talking to the attendant was a waste of time because he did not speak enough English to work out why I was annoyed, so Mr Paranoia has come out to play.

I will be having a word with Trading Standards in the morning but next time you fill up check the display before you dispense any fuel - you may also be paying a small "surcharge" on you tank full.
