Anyone got a rota-head ground anchor?
 
What do you think? Seen any reviews for it? I've had one for ages but not fitted it because I've got a council garage.

Any good ideas for a cheap way to get a hole to fit it in concrete? (No power in garage).

I've had one like that for years, doesn't spin unless you really lever it, could be a bit rusty. You could make a hole like the did in the old days, hammer and chisel...

Id start off with Hammer and Chisel.

As its a council built place you may find that the base was layed to a high spec and reinforced.

This could be you option (expensive)

Not likely! £74.10 for a day? AND the need for a generator?
