Infringement of human rights I would say. If road tax is paid you have a right to use ALL public roads.

Wasn't that said about getting rid or leaded fuel, congestion charging? Try green parking at Sheffield http://www.sheffield.gov.uk/roads-an...parking-scheme if you want to see how things get excluded.
