I suppose they're told not to get too involved with the people they're examining for legal reasons and to cover themselves, just a guess.

You say that. When I took my test, my instructor knew the examiner and when it was my turn to take the test, he actually spent 20 minutes talking to him about model aircraft as the instructor knew the examiner was keen! Consequently, I only had a 20 minute test and passed! I couldn't believe it!!
I was a lucky boy, (even though I felt the standard of the test was very low..)
