Correct - that is EXACTLY how the system works. It is called ANPR (Automatic Number Plate Recognition) regisiters you reg at the start and again at the end, calculates the average speed and automatically raises the NIP. It can also check your Tax, Insurance and MOT.
Do they actually work? 3,533 people so far can answer that for the system on the road works on the M1 for the multiple occupancy lane (that's 70 a day being caught)
