Because there's no such thing. Some settings are best for in town, some for country roads, some for motorways. It's not possible to find settings which will be perfect for all of these because the requirements are so different.
More so on a bike, where the the rider's weight is significant. One the same roads, same speeds, same riding style, etc, an 8 stone rider's optimum suspension settings will be different to those of an 18stone biffa.

I can see the point in different switchable suspension settings but not really different power-maps. Wouldn't we all just leave it in 186bhp mode all the time?
