I may have got this wrong, but I think that the aim of the Australian government was to relay a message of:
If you want to live here that's fine, but you are expected to integrate into our social culture, not the other way round. If you really want to live like you do "back home", then Australia probably isn't the right place for you.
Which, I don't think is wrong to be honest. However Aussies being Aussies, they're not the most subtle of people are they, so maybe we should take what was said in the context it was meant.
