Also adds to america's stance on environmental issues perhaps? Surley its greener for bikes to filter through and get to their destination quicker, rather than sitting in traffic and polluting a little bit more?
It is a silly rule - i can see the point of it, saftey etc etc, and i guess politness, but then the great advantage of having a bike is that you dont sit in traffic, and congestion is reduced.
