Plod already told us this when arguing the toss at Frith Street, a few weeks ago. Pretty outrageous really, but there's nothing we can do.
Could badly affect the sale of scooters I reckon (as rider/commuters' annual costs will be much higher, and the advantage far less), so not such a bad idea after all, then
