You can't keep blaming councils for everything. One thing is they don't own the sewers and have very little involvement with them for many many years because of that. It is the water authorities. It isn't sewers at fault anyway. Neither can you predict such events that we have had. If everything was designed to cover unimaginable situations people simply wouldn't and won't pay for it
