Some organisers accept race licences as well (I think), but a road licence is the simply the easiest way to check that you can ride a bike to a reasonable standard, preventing people who've never ridden a bike in their life finding their way onto a track.

but then surley they should not mind for a 33BHP one as you stil have the same test to do etc.
I can understand they want to see a licence to prove you know what you are doing so not to be a danger to yourself and others , but would 33BHP be much of a problem? or even letting you swap it out as the laws of the road dont apply to the track.
