Maybe that's what police do in your area, but around here, if someone makes a complaint, they HAVE to do something, or they can be held accountable. For example, t!t is reported, police don't do anything, t!t has an accident that kills a 3rd party. Person reporting t!t goes to the papers, 3rd parties family takes police to the cleaners for doing nothing to prevent an accident when a risk was reported.

Video footage has to have date/time to be valid use of evidence in court, but it might be handy to take them to the police station, with a cheeky "check this out, it happens every day around <insert time>."
