I had a mate who was a baker, consequently he would be on his way to work, when most people would be on their way home from clubs etc.

He was so fed up of being pulled, he went into the local polices station and asked for a permit to be out after dark. When told there was no such thing and to stop being a prat, he told them that if he got another of these, and handed over 4 producers for the one week, that he would make a complaint of harrasment.

He was told there was a local initiative to cut down on bike theft, but his information would be passed to the relevant people. It was a further 3 months before he got his next producer. So complaints or the threat of them can work
