If the Police force that dealt with it is anything like mine, then the definition of a racist incident would come into play:
A racist incident is where ANY person perceives it to be racist, this means that even someone walking past who sees/hears things can report it as a racist incident.
Someone posted earlier about 2 black friends refering to each other by use of the "N" word. If a "white" person (who didn't know them), saw/heard this and decided to report it as "RACIST", and they percieve it to be a racist incident, then IT MUST be treated as such, regardless as to whether the actual persons involved do or not.
