What I mean is, you say that the problem with the current method is that someone can do their restricted licence, not ride for 2 years then buy a gixxer and kill themselves, well, your gonna get the same problem if you had to take your restricted licence, clock up enough miles (X) and do ANOTHER "test" to prove they have ridden those miles. That person could still chose not to ride at all for 10 years after that test and go out and buy a gixxer, bit like an extreme born-again.
