Depends, I'm between 5' 3" & 5' 4" (depending which leg I'm standing on
) and only had 1 1/2" trimmed out of the seat foam - could get both feet firmly flat on the floor wiith my Sidi boots on (so not stacked heels like NuRocks or anything).
Perhaps I've just got long legs for a short-ar$e... but I've been told that skinny thighs help too. So you never know - s'all individual innit.
As for clothing - GirlsBike2 are very good for having stuff that actually fits.
Otherwise I've often found AlpineStars sizes always seem to err on the smaller side too.
