They do that in nottingham, if you so much as have 1" of tyre on the pavement hanging off you drive then you get a fine for obstructing the pathway/cyclelane.
As for driving on the phone, I see people doing it everyday, some people are capable of doing more than just driving, some people arnt....if she isnt capable of doing more than 1 thing at a time have words lol.
