Held me up for at least ten minutes on the way to work this morning. I?ve been pulled over before like this, just because they are carrying out random checks. Complete pain in the ass. If they want to know if the bike is taxed and insured, all they have to do is a number plate check. They could ask my name to cross reference, and send me on my way 90 seconds later.
Annnnnd relax.

Easy Scoobs, the guy is just empathising with you and trying to take the sting out of the hassle he has been instructed to lay upon you. He has to do it. They could do things automated but you get a lot more by speaking to people face to face,(well in some cases
) he may well be a biker so feels guilty about stopping you?
Think how bored the poor sod is having to do it.
