That sounds like a 'cop out' top me (excuse the pun). Jumping a red light is an absolute offence. TS10 I believe which is 3 points and £60 fine?
Now if car thieves can have endorsements on their non-existent licences say for a car chase with the cops, why not a cyclist? The copper in question could have stepped off the pavement and stopped a cyclist, given him a fixed penalty there and then surely? No license and they go to court to be dealt with?
Given that a high proportion of cyclists will also have a driving license, I'm sure they would soon get the message that the rules of the road apply to ALL vehicles.
