I think there is some ACPO (Association of Chief Police Officers) advice around somewhere that if the number plate can be read easily at the appropriate distance (about 20m) then it should be a warning only....however this is only advice and as some have found out to their cost (see post on Notting Hill carnival) if it doesn't comply with the regs you can be given a ticket.
