Question over grown tree - legal obligation

heres the dilema

my sister has a tree to the side of her fence on the back garden that is over grown. its not a samll tree and the branches that hang in her garden are pretty huge. she called the council to get it pruned and they came round saying there was nothing they could do as it wasent a health and saftey issue.

Now during the bad weather and wind one of these branches break of lands in the garden. If my neice had been out playing she could have clumped a branch on the head. (i infomed council this and they were not bothered)

So i called the council for her and another visit later still no joy.

They did however say i could cut back the branches and i must dispose of them,,,(go figure as i dont even own this tree) and it would mean paying someone with a cherry picker to reach em

Im not to sure where to turn next, maybe some of you lot have some ideas?
