Yes they eliminate the Timing Retard but some people contest that the real world benefits are negligible. Also you can do it for free using nothing more than a small screwdriver and tweezers or a pair of snips.
If you do a search for TRE it will lead you to a good step by step guide to getting the same effect for nothing.
I have done it myself but haven't noticed a marked difference in performance but like the knowledge of knowing each gear is being fuelled properly
