ISTR some vehicle offences e.g. drink driving can be pursued if on land the public have access to (car park, garage forecourt etc) but I'm pretty sure vehicle licencing offences don't fall into that category (although I've seen a few council run car parks which specify a valid excise licence being displayed as a condition of parking). I stand to be corrected.
And BTW... what the **** happened to the data protection act if any Tom, **** or Harry can buy your details for £2.50? It costs a company £3000 to be registered with the DVLA the £2.50 for each number plate they run!!
Edit: now that's a surprise... profanity filter... Tom, Richard or Harry :S
