Even though I do not use anything - rarely even drink that often these days, there would be a net gain.
Users get guaranteed pure drugs, so no complications due to contaminants.
As this WOULDN'T be prescription based (well maybe you would have to see your doctor once, get the information etc and then be registered to use - which would get you a card, a bit like a repeat prescription thing, which would also allow you to carry a certain amount without being arrested - a licence would perhaps be a better way of putting it.) but it would NOT be covered under the prescription system - you would have to pay a set amount for it, enough to cover all costs of production and distribution, but not enough to mean that you could deal it to make a meaningful profit.
The whole licence thing is not so that we know "who the junkie scum are", but so that people are educated about the whole situation and can get advice from medical professionals on how to safely do their drug of choice. I would even roll it out to cover Alcohol and Tobacco.
