The lower bits? They always go funny unless you do something with them. Best method is to paint/laquer them from new... but obviously too late for that
. You can rub them down with wire wool then finer and finer glass paper until you get a smooth finish (depending on how picky you are) and then paint/laquer them to stop it happening again. Probably easier to rub them down and paint if you want a quicker job, otherwise you will be sanding them down for a long time...
