Go secondhand on leathers (teknics are decent, and cheap), and boots. Got MYC kitted out pretty cheaply this way.
Get the cheapest bike you can find, you will need some money in reserve just in case of unforseen issues with it. Bikes in the region of £1200 should fit the bill. Should get you a 2000 or a 2001.
TPO insurance will probably be £500 or more. I don't think it is ever economical to claim for a bike of such a price. I.e £1200 bike, less a £500 excess is only £700. Your insurance will at least double the next year, and it will load your premiums for 5 years. The insco win every time.
