Not quite. VTEC = variable valve number. Normally Cams are setup to give max flow at a set RPM. If you have variable valve timing it means that you can set the CAMs most or maybe even all RPM's as it changes the timing and overlap accross the rev's to give Max flow at all revs. VTEC uses 2 valves at low RPM and 4 at high. Pretty different.
