On a less funny note I wouldn't be surprised if while saying it was to improve safety, the real reason for doing it is to increase the size of book that can be thrown if someone IS caught speeding in those areas.
You may, after all get away with "I didn't see the sign" in a normal set up, but if would definately add due care and attention if you were speeding after 4 warnings...
