Check chain adjustment,
Check oil level,
Check clutch adjustment(properly including the worm drive by front sprocket)
Check gear lever where it pivots.This can get corroded and cause all sorts of trouble.
While you are doing that make sure the linkage is all OK and no one has altered it to cause lack of upshifting movement.
If all those are OK get someone qualified to have a look.
