I'm pretty sure it'd be both front & back brakes.
Found this link which might help a bit:
http://www.motinfo.gov.uk/htdocs/m1i00000001.htm I had a quick scan through and I saw a couple of items which it says are exempt if the vehicle is only used during daylight and not in conditions of low visibility e.g. headlights, so I think these are the expemptions you need to look out for.
