Either you're using tons of back brake before you stop, the rear brake pedal is adjusted badly enough the force the brake slightly on, or the rear brake caliper is binding.

As you've just replaced the pads, I'd assume that the rear caliper wasn't stripped and cleaned and the piston's not retracting smoothly.
