No, not to undo the handlebar. But I suspect you are getting confused. A torque wrench is only every used to tighten something[1]. I'm presuming from the pic you have a gladius, I don't know how the handlebars work on those but I'm assuming it's just one bent bit of bar with two clamps, in which case while *ideally* you should use a torque wrench as long as you make sure the clamps are tight you should be OK. If in any doubt go to your dealers after doing them up and ask them nicely just to make sure they're done up properly as the last think you want is your handlebars coming loose!
