The LHS one is held on by the magnetic force of the rotor inside. Get a knife and GENTLY put try to push it into the crack at the top between the engine case and the cover. Once you've got that wiggled in, keep wiggling other, slightly larger things in around it and eventually you'll be able to pull it off.
If the bolt's snapped just so the head's sheared off, once you've got the casing off you should be able to just remove the stub by hand - there's nothing keeping tension on the threads so it should just screw out.
