Yes.

Not only will it be safer for the individual taking the test, pass or fail, it would would mean that all road users would be of a guaranteed standard throughout their riding/driving life.

We've all met father flat hat, or granny with her knitting hanging from an indicator stalk. Retests would go some way to solving that too.

I'd go for a scaled retake period, e.g. 10 yrs at 25 but down to 5 years by 70.
