If there is a definite need for cuts, and it may well be the case in an effort to recover from the recession, I'd have thought a sliding scale would be fairer, i.e. 10% up to say 25% depending on salary.
That said, if this is purely to salvage the economy I'd rather see it as a tax increase so that everyone contributes towards the recovery.
But we can't have it both ways, i.e. the Govt rides in and saves the world won't come as a freebie. We've got to pay for that recovery.
