Thread the bolt back into the remains CAREFULLY!! and only a few turns, if you push the nut out of the far side of the rubber block then it will be a total mare to get it out.

Then spray some WD-40 down the bar, brake cleaner will do too as it will stay liquid for long enough to wiggle the rubber block out then evaporate so the new bar end will grip.

Edit, our garage is pretty cold too, lost a can of cola that was just behind the door (it split wide open)....
