I would say in my industry (construction) a commercial manager is a managing quantity surveyor in a reasonably high position. they would be in charge of senior surveyors and qs/assistants etc.... they would have to decifer the qs reports and such like. if it's for a construction company I would say you'd need a back ground of quantity surveying for the role
