With a multimeter the battery reads 12v ish and when the engine is running it reads around 13v plus or minus a little. Do you think this still sounds like a r/r issue or is it something much deeper? I'm not exactly filled with confidence about riding it that's for sure! I'll try some wire wiggling and see if I can deliberately make it die and hopefully I'll be slightly further on.

12v isn't enough to turn the bike over. A good battery should measure 13 to 13.2v. A 1 volt drop is enough to not start the bike. I'd guess your battery is dead.
