the OE horn sounds daft but should make a decent noise. perhaps you've got a poor/corroded connection that needs looked at. are all the other electrics working fine?

i binned the OE horn and stuck a car horn on it instead, much louder. some folks stick two horns on with a relay, i think TSM has done some posts on how to do this.
