Really good question. You need category B1 on your license, which is covered by category B, a car license. What does your license have?

It would seem stupid to have a full bike license, but not be allowed to ride a quad.
I think the Direct.gov website is really confusing on quads

Under the agricultural use section -
"Using a quad bike as a normal road-going vehicle wouldn’t normally be allowed. Unlike a four-wheel road vehicle like a car, it wouldn’t be able to meet certain construction needs, such as the tyres, braking system and seat belt requirements."
