It is like a screw inside, if it is marked with - that will speed up the return of the wheel to ground.
You can try it, count all clicks you have so you can return if needed, wind it all the way to -. It should bounce about (just bounce on seat). Then turn it all way to +, it should "stick" down and rise back up really slow.
