Go take out the front spark plug, clean it (or replace it ideally) refit it (without overtightening it!, check the manual for the advised gap). I also pack mine (once fitted) with grease to protect from water ingress, picked that tip up off here - it's also highly advisable to have a front mudguard flap (fender extender) , ride it about a bit and let us know. will only take you 30-60 mins.
Does the choke plunger lever feel like it's got proper movement? if the cables snapped it might not be doing anything (although it sounds like it was doing something), it could be seized and only half opening/closing. I don't think it;d behave as dramatically as you describe though.
